"Motion for Waiver of Fees and an Order to Proceed Without Payment"

That one sentence says it all. Waiver of Fees DO NOT HAPPEN THAT FAST. In fact, proof needs to be presented that you do not have the funds to pay...and it is worded explicitly along with bank records and/or your federal tax return. It has to be proven.

Anthony, keep turning on the kitchen light so we can watch the cockroaches scramble for cover!

In one swift, shadowy action, the court effectively erased the legal rights of victims from the public square while simultaneously trampling on the free expression of the community members who placed them there. ---- Pretty much sounds like everyone at the courthouse needs to go :(

how would I go about filing an official complaint for unfair application of fee requirements?

Susie, I honestly think Anthony is handling it. But as far as filing a compliant? Ask Anthony. It would be nice if he would acknowledge questions but that is his call.

All I can say, when I filed for "Motion for Waiver of Fees and an Order to Proceed Without Payment" (this was under bankruptcy Chapter 7 for my son) the requirements were you had to be below poverty level. His Income Tax Return I sent in was above poverty level. Even though I used the online system, it was not denied immediately. There was a place to challenge the decision but that takes time. The Justice System rolls along on two flat wheels, it is so slow anyone has to ask how did the Judge's wife skirt the system?
