The Office of Superintendent of Public Instruction has permanently revoked the Washington education certificates of three educators in orders signed on the same day, two of them arising from felony convictions in other states.

The Final Orders of Mandatory Permanent Revocation were signed July 14, 2026, by Deputy Chief Legal Officer Monique Malson for Superintendent Chris Reykdal.

All three cite RCW 28A.410.090(4), which requires revocation upon a guilty plea or conviction for a felony specified in RCW 28A.400.322 and provides that the certificate holder be given an opportunity to be heard.

Charles Barbaro

Barbaro was issued Certificate No. 484015C, a residency administrator certificate with no expiration date, on September 8, 2011.

The Office of Professional Practices received notification on or about October 10, 2024, through the National Association of State Directors of Teacher Education and Certification clearinghouse, that New York had revoked his license for a felony sex offense involving a minor.

Between January 1, 2005, and December 14, 2019, the findings state, Barbaro had sexual contact and sexual intercourse with a minor or minors under 13.

He was indicted in Westchester County Court, New York, on six counts. On September 26, 2023, he was found guilty by plea of one count of predatory sexual assault against a child under New York Penal Law 130.96 and sentenced to 25 years to life, the order states. New York permanently revoked his certificate on July 9, 2024.

Jason Henrie

Henrie's is the only case of the three prosecuted in Washington. He was issued Certificate No. 506271F on April 30, 2014, and it expired June 30, 2024.

The Office of Professional Practices received notice from the Washington State Patrol on or about January 13, 2026. RCW 43.43.845 routes qualifying felony convictions from prosecutors through the patrol to OSPI.

Between January 1, 2017, and March 16, 2023, the findings state, Henrie had sexual intercourse and sexual contact with a minor female who was 12 to 14 years old.

He was charged in Pierce County Superior Court on June 13, 2024, with rape of a child and child molestation, both second degree. 

An amended information filed December 1, 2025, changed the charges to three counts of child molestation in the second degree, and he pleaded guilty the same day.

A January 29, 2026, judgment and sentence imposed a Special Sex Offender Sentencing Alternative: 60 months on each count to run concurrently, all but 12 months suspended, credit for time served, restitution to be determined and sex offender registration.

Shayna Lopez

Lopez was issued Certificate No. 397940H, a residency teacher-provisional certificate with no expiration date, on April 26, 2002. The Office of Professional Practices received a NASDTEC complaint October 3, 2024.

In 2023 Lopez worked for the Tennessee Department of Corrections as a correctional teacher, the order states. 

In July and August of that year, while serving inside a correctional facility, she engaged in sexual contact and sexual intercourse with an inmate. She was terminated that August and arrested in October.

On May 28, 2024, Lopez was found guilty by plea of three counts of sexual contact with an inmate under Tennessee Code Annotated 39-16-408 and sentenced to four years' incarceration, supervised probation on release and sex offender registration. 

Tennessee permanently revoked her license that August. The order notes the Tennessee statute is similar in language and intent to RCW 9A.44.160, Washington's custodial sexual misconduct law.
