Local law enforcement apprehended a 43-year-old man on a fully extraditable warrant in connection with a 2008 double homicide in Concord, North Carolina.

Johnny S. Talbert was taken into custody without incident in the 2300 block of W 18th Street by Port Angeles Police Department officers, with location assistance provided by OPNET detectives.

The arrest follows a development in December of 2025, when a detective from the Concord Police Department reached out to an OPNET detective.

The Concord PD detective was inquiring about local police contacts with Talbert, who was the main suspect in the 2008 killings.

The OPNET detective, who also works for the PAPD, was already familiar with Talbert due to multiple previous police contacts throughout his career.

A check of PAPD records showed approximately 288 contacts with Talbert since his first documented police contact in Port Angeles in November of 2011. That record included 14 arrests, two of which were felonies.

On May 21, 2026, the Concord Police Department obtained a fully extraditable arrest warrant for Talbert.

The warrant lists charges of two counts of First-Degree Murder and one count of Robbery with a Firearm or Other Dangerous Weapon.

The charges are linked to an investigation Concord authorities refer to in their online release as the “Sun Drop Murders.”

Talbert is currently being held in the Clallam County Jail, pending extradition.

OPNET emphasized that the charges contained within the document are only allegations, and a person is presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.
