The Washington Office of Superintendent of Public Instruction has suspended the teaching certificate of a former Moses Lake School District educator for at least one year following repeated instances of alcohol consumption and intoxication on school grounds.
Milyssa Albin, formerly a second-grade teacher at North Elementary School, was issued a Final Order of Suspension on November 14, 2025. The order, signed by Superintendent Chris Reykdal’s designee, cites “unprofessional conduct” and a “behavioral problem which endangers the educational welfare or personal safety of students” as grounds for the disciplinary action.
Pattern of Conduct
According to the findings of fact released by the state, the disciplinary action stems from a series of incidents spanning two school years. Albin was first reported to be under the influence of alcohol at school on March 27, 2023. Following this incident, the Moses Lake School District issued a “Letter of Direction” requiring her to enter a substance abuse treatment program and submit to random breath tests.
Despite these measures, the order states that Albin again exhibited “indicia of intoxication” at school on February 29, 2024. After a period of administrative leave and in-patient treatment, she signed a “Last Chance Agreement” with the district in April 2024.
The final incident occurred on September 24, 2024, when Albin again appeared intoxicated at school. Breath tests administered at the time registered blood-alcohol levels of .056 and .055.
Admissions and Resignation
Albin resigned from the Moses Lake School District on September 27, 2024, three days after the final incident.
During an interview with the Office of Professional Practices in February 2025, Albin admitted to consuming alcoholic beverages in her classroom on three separate occasions: March 2023, March 2024, and September 2024.
The state’s order also noted a prior disciplinary history, citing a 2017 reprimand Albin received for the theft of approximately $110 from a previous employing school.
Under the terms of the suspension, Albin is barred from requesting reinstatement of her teaching certificate for one year. To regain her certification, she must meet several conditions, including:
- Providing evidence of successful completion of a substance abuse treatment program.
- Submitting to a new alcohol/substance abuse evaluation.
- Demonstrating a period of sobriety of at least six months prior to her application.
- Passing a fingerprint-based criminal background check.
