Governor Bob Ferguson has appointed Haley Wolcott Sebens to a newly created Skagit County Superior Court judgeship, the court’s first additional seat since 2006.
The appointment takes effect January 1, 2027. Legislation enacted this year expanded the court from four judges to five.
Sebens has served as a Skagit County Superior Court commissioner since January 2025. Her calendars include family law, child welfare, guardianship, probate and cases involving at-risk youth, according to the governor’s office.
Before becoming a commissioner, Sebens spent more than a decade in the Skagit County Prosecutor’s Office, including as a senior deputy prosecuting attorney.
Her work focused on felony cases involving women and children, including domestic violence and sexual assault. She also handled homicides and other felony prosecutions.
The governor’s office said Sebens has more than 16 years of legal experience and handled more than 80 jury trials as a trial attorney.
She previously worked as a public defender in Skagit County. The county’s biography lists experience in criminal law, dependency proceedings, juvenile court and treatment courts.
“I am grateful to Governor Ferguson for this appointment,” Sebens said in the announcement.
Sebens earned her bachelor’s degree at the University of Washington and graduated from Gonzaga Law School.
